Dave Bond, F.S.A., M.A.A.A.

Dave has 22 years of experience in the commercial health insurance business.  While he has been involved in essentially all areas of actuarial health care management, he specializes in actuarial issues relating to Long Term Care (LTC) and Continuing Care Retirement Communities (CCRCs).  Most recently, Dave directed the activities of the Baltimore Actuarial Services office for Ernst & Young LLP and previously worked for health insurance entities and a major CCRC consultant.  Dave's experience in the commercial group insurance and HMO industries includes product development, pricing, financial reporting, and underwriting of all conceivable health care products.  Additionally, he has experience evaluating individual and group health lines of business.  These lines include major medical, managed care, disability income, specified disease, Medicare, Medicaid and CHAMPUS/Tricare products. 

Dave is a Fellow of the Society of Actuaries (SOA) and a Member of the American Academy of Actuaries.  Dave is an appointed member of the Maryland Department of Aging's Continuing Care Advisory Committee.  


Dave's experience includes:

  • Performed rating reserve review and recommendation for underwriting and plan design modifications for self-funded health benefit plans.

  • Performed evaluation of individual health insurance line of business.

  • Conducted IBNR claim analysis, budget analysis, and utilization review for insurance companies and managed care operations.

  • Conducted research and analysis of Medicare Supplement policy forms, rates, and advertising.

  • Served as consulting actuary for a state's public employees' insurance program including assisting in the development of financial projections and evaluating proposed plan modifications.

  • Developed the second  largest actuarial practice in the United States with respect to continuing care retirement communities.

  • Provided claim analysis and projections for commercial, Medicaid, CHAMPUS/Tricare and Medicare blocks of business for numerous clients.

  • Assisted in the development of a Tricare Regional application for a consolidated entity.

Bradley D. Paulis  
Partner 

Brad has over 13 years of experience in the health care and insurance industry.  He primarily serves clients in the commercial health insurance industry, Blue Cross/Blue Shield plans, HMOs, health service providers and the public sector. He has also been involved in public policy projects to develop approaches for funding health care costs for those currently uninsured. 

Brad's experience has been primarily in the actuarial area and encompasses a broad range of specialized skills.  He has had responsibility for various actuarial functions of several major group carriers.  His most recent position prior to founding CCRC Actuaries, LLC was to manage the work product of a team of actuaries at Ernst & Young LLP.


 Brad's has broad experience in the following areas:

  • Managed Care including cost containment programs, PPOs, and HMOs.

  • Calculation of claim reserves and related liabilities for health insurers.

  • Analysis of product design and evaluating benefit changes for health insurers.

  • Analysis of the pricing methodology of HMO Medicare and Medicaid risk contracts.

  • Development of a financial forecasting model for a state's nursing home diversion program.

  • Long-Term care insurance product development and analysis.

  • Audited ACR submissions to HCFA to determine compliance with HCFA regulations.

  • Provided claim analysis and projections for commercial, CHAMPUS/Tricare and Medicare blocks of business for numerous clients.

  • Assisted in the development of a Tricare Regional application for a consolidated entity.

  • Conducted research and analysis of policy forms, and rates.

  • Currently of actuarial population projection models for disability and long-term care insureds, including integration of actual experience versus expected experience.

  • Member of the financial review committee for CCRCs for the State of Maryland.

  • Engaged by the SOA to perform mortality and morbidity experience study analysis for long term care issues.

  • Development of actuarial valuation models that analyze long-term solvency issues, as well as cash flow projections.
